Cookies are new to the Animal Crossing series and add a little bit of extra fun. There are two types of cookies available in the game - Fortune Cookies and Redd's Cookies.
Fortune Cookies
The number of Fortune Cookies available in a day is dependent on the size of the shop Timmy and Tommy are operating. The number is also dependent on whether Timmy and Tommy are selling other seasonal items.
When you first start a new town, only one Fortune Cookie will be available daily from Timmy and Tommy. After their store undergoes an upgrade, two Fortune Cookies are available daily. The exception to this is when a special event is occurring during the month. When this is the case, there may be only one Fortune Cookie available daily, or none at all.
The events that vary the stock of Fortune Cookies are:
Fireworks Show: August 1st - 31st
Halloween: October 1st - 31st
Holiday Season: December 1st - 31st
Play Coins
Unlike other items for sale in Timmy & Tommy's store, players can not purchase Fortune Cookies with the normal currency of Bells. Instead, players can purchase each Fortune Cookie for 2 Play Coins.
Play Coins aren't rewarded in-game. Instead, Play Coins are earned by walking whilst carrying your 3DS console. Every 100 steps you take will earn you 1 Play Coin. However, you can earn only up to 10 Play Coins a day, and hold a maximum total of 300 Play Coins.
There is no need to access a particular section in your game to spend Play Coins. When you enquire about Fortune Cookies in Timmy & Tommy's store, the game automatically replaces your Bells total on the top right of the screen with a view of your current Play Coins total.
Lucky Tickets
Once a Fortune Cookie has been purchased, it can be accessed in the pocket section of your character. Simply tap the Fortune Cookie to first get an option to eat it and thus reveal a lucky ticket. The next step is to initiate another conversation with Timmy or Tommy so that the ticket can be handed over in exchange for a prize or an unlucky item. All prizes and the fortune written on the tickets are listed below.

Redd's Cookie Guide
During the Fireworks Show, which takes place on Sundays from 7pm until midnight throughout the entire month of August, Redd will set up a stall and give out cookies to players for 500 Bells each. These cookies act similarly to Fortune Cookies. When they are eaten, they will produce a ticket which you can give to Redd in exchange for a prize. The prize will either consist of a special item or a dud prize.
