So my dilemma is that its June 5th here and harv still has not contacted me about the wedding photos. Any advice [I really want the tux because in nl thats pretty much all I wear]

you have to go to harvs island, and make sure the time is set to synch to online clock.  he wont contact you, you gotta go to him

As well as having your clock synced to internet time as Caseycrazed notes (you can go to System Settings > System > Date and Time from the Switch's Home-menu in order to do this), you must also have your Nintendo Account linked to the account that you use to play the game on your Switch.

With these conditions met, Harvey should have phoned you on June 1st - since he didn't, one or both currently aren't the case.

oh ok i will revisit Harv [I did on June first but maybe i did something wrong] also i dont have a Nintendo account so lets hope I can still get it. Thanks for the quick responses

As far as I know, you need a Nintendo Account linked to be able to participate in events. The Switch news-feed articles about events mention this in at least Japan, the UK, and Europe.

Ok guess I have to bug my dad some more [is it weird that I am 17 and am not allowed to set up my account without permission also my dad is VERY slow at discussion makeing] but thank you for the answers guess I will have to find another way to get a white tux. [and I really mean thanks]
