I think 14 days is roughly how long it seems to take on average, just sort of a guesstimate number. according to ninji on twitter, who looked into the datamine of the game to get this info, the chance someone asks to move out is based on this formula: (Vx5)+C = % chance someone asks to move out V=how many villagers you have, so if you have 10 villagers, it's 50+C = %C=how many days since a villager asked to move last. C maxes out at 30 nobody will ask if it's been less than 5 days since you told someone no, or less than 15 days since you told someone yes. so assuming you have 10 villagers and last time someone asked you said no, the chance someone asks to move starts at 55% and increases 1% a day until 30 days later at 80%. you could potentially get real unlucky and take over a month before you get a new request  BUT THE POINT IS, doing the thing I explained avoids C getting reset, so that percentage stays high
