So I want Rudy gone, he annoys me. I've tried talking to him until he gets that black cloud, I've reported him several times to Isabella, but he won't leave. Any tricks to make a villager move?

Campers who come to camp in your town will ask a villager of your choice to move when they visit

Reporting does nothing but reset the villager.

The other option is to just wait until he asks to move.

I’ve had the same problem as Phantomhsatk with a couple of my villagers.

Also, does anyone know whether inviting a camper to your town when it is full will force a villager out or not?

You can't invite a camper if you have 10 villagers. I got Agent S in my town, and I talked to him for a solid hour trying to get the option of inviting him, but no luck.

DeeCee8 - What HatakeSage means is that the option to report a villager to Isabelle is an in-character veneer for the option to reset the clothing and catchphrase of a villager, in case they came from the town of someone who gave them inappropriate text and/or patterns.

Dang, after several days of ignoring Rudy he was walking around with a cloud over his head saying 'What should I do?'. I got excited thinking he would move, but when I talked to him he asked me to catch him a zebra turkey fish. Now I'm afraid talking to him means he won't move soon.
