Every now and then a bench or some stools show up in front of my resident services building. Does this signify something? Like a visitor? Or is it just random?

So far in my experience, it seems to just be for villagers to sit and enjoy tea or a drink. I haven’t yet found a connection between chairs being placed out and a special visitor
