So I know in New Leaf if you wanted to scan in an amiibo card and you had 10 villagers, you could talk to wisp and whatever amiibo you chose would ask if it's okay to move "x" villager out, and then they would move in.

I'm just wondering if I have 10 villagers and scan in a villager to my campsite, can they "force out" one of my villagers and move in?

^How do you do that (choose who to kick out)? Does it ask you when you scan the card?

i'm sure you guys know this but if you do this, do not let others adopt the villager you force out! this can cause a glitch where the villager doesn't move into the adopter's town, and the plot for this villager in the adopter's town remains empty. if this happens, the adopter cannot place any more new plots

foamblaster - When you scan the card, the villager will show up at your campsite. When you complete a project for them, and talk to them a bit more, you can bring up the idea to let them move in. If they agree, I believe either the villager or Tom Nook will ask who you want to replace.

optimusprimerib (love the username) - I think this morning's update (Central Time at least), 1.1.2a fixed this? I could be wrong but from what I recall it's been patched. Better safe than sorry though!!
