^I've had a meteor shower, but that hasn't happened to me yet  when shooting stars start falling, you'll hear twinkling sounds in the sky, you'll want to put away your tools, look up in the sky and press A as fast as you can. I've found when I've looked up and waited for them, they seem to stop coming, but that might just be bad timing on my part  as for what time they show up, I think if it's dark enough to see stars, it's late enough for shooting stars. I think it gets dark around 7pm? but I'm not sure the rest of your questions I don't know the answer to
