my main rules are:
1) NO running
2) NO taking items/flowers, without my permission
3) RESPECT to other people who are in my town
4) DON'T shake my bell tress
5) you may take fruit, it grows back, but if it is perfect fruit, and the tree dies leave the rotten fruit and leave a piece of prefect fruit and tell me, i will fix it.
6) you may ONLY adopt a boxed villager with my PERMISSION
7) i do not accept any bullying or trolling
8) NO talking about things that can upset others
9) tell me if you run into a hybrid, i wont be mad. i can simply get it back. i am only mad if you dont tell me
10) enjoy yourself

Do you have any rules or do you just let visitors do what they want?

My Guest town is where all my online friends visit.
I belong to a message board and we have rules.

No taking items/flowers, shaking trees and no running.

I write rules on the message board for my online guests.
Usually post the turnip or high premium items, free to shop all stores, all items at train station are free, no shaking trees and to have fun.  

I leave all types of perfect fruit at the train station for guest to take home.  I like to harvest the perfect fruit trees.    

My main ones are don't pick flowers, don't run or shake trees. I have roads, but they're just there for cosmetic since Grass wear isn't as big an issue as it was in City Folk. Shopping is generally fine too since I'll do wifi after I do my chores for the day.

Just the common sense stuff.

-No stealing!
-Be careful not to trample flowers
-If said flowers are accidentally trampled, tell me
-Be respectful

I don't mind running so much as long as the person is aware of flower placement.
Shopping and fruit picking is fine, if I wanted anything I would have done so prior

I just follow the rules I would want people to follow in my town
but my BIGGEST thung is
Walk on those paths- I worked relly hard *cougs slayed* to lay them doen, and to get them ... So why u not want to walk on my pretty  paths for You no likely
NO FLOWER MURDER DEATH OR  THEFT- I worked even harderd *sud grinded* for thise Stop the killing
Ask before taking something- I have 3 other villagers so I cooy stuff
NO RUFFING UP MY TREES - This includes muder (axe), stealing, and assult
No shaky of my trees they have felling
If you do  I'll get Resseti to reset your progress, and steal all of your amibo, and rare items, badges, bells, coupons, candy, and Island Medal in the game when you sleep. .  Whike your 3ds(xl) is in sleep mode, off-line,off, amd not charged. . I'll  also invade your other platforms and do some other very nasty things...... so

as much as i own paths, i still dont like running as they are not everywhere, i literally have hybrids everywhere and they were a huge pain to get and i dont wanna go through the struggle of getting them again, also when my town is 10000% complete, i plan on removing my paths to make my town more natural.

I'm curious, why do some people not like their trees being shaken? I mean, I understand fruit trees and bell trees.. but regular trees?

i guess because of the bells in the tree, or maybe they are looking for a certain piece of furniture and they have not checked the trees yet? i am not sure tho. personally i dont really mind if people shake my trees, its just the perfect fruit and bell tress that i am a bit iffy of people shaking, but they would end up losing the thing that they found in the tree, as it would disappear due to my town literally being a flower forest.

I don't mind them shaking my regular trees.   It's my regular fruit and perfect fruit trees that I don't want players to shake.  The perfect/regular trees in my Guest town never get harvested now.  They are just for show and can update my address all the time.   I have a spare town with the same perfect fruit that I can harvest when I run out.

i overcome the perfect fruit issue by leaving baskets of perfect oranges/apples in my plaza for visitors. it just bothers me when perfect fruit is missing.
