No, they will not drop clues on Toy Day, or at least they never have on my game.

No on toy day you will have to dress up as Santa talk to jingle and then go to villagers and give them their "toy" which is just clothes or furniture, usually 15 days before Toy day they will say thing like " I want some thing red" or " I want a Blue Couch!" and then you have to remember what villager said that and give it to them on the day.
