I've been searching all over for Joan this morning and can't find her anywhere, even when I call her name through the megaphone, she doesn't answer.

Since there are fireworks tonight, Redd and Isabelle are at the Plaza, and Katie happens to be in my town today, has my town reached a "special visitor limit", causing Joan not to come? Is that even a thing?

The police station mentioned one day that the badge guy was in town.  He was no where to be found but Katie was there.  Took her to another town and when I returned the badge guy was there.
