Like Todd said, as far as I'm aware town ordinances have no effect on which PWP is suggested.
Each PWP is suggested by a certain type of villager. For example, camping cots are only requested by Lazy villagers. Getting the police station is slightly harder in this respect as it's not requested by any particular type of villager. Occasionally a villager will "ping" and run up to you to get your attention. Normally they just want to trade furniture or change their nickname, but every now and then they'll suggest a new PWP. Unfortunately, there's no guaranteed way to only get PWP pings. The fact that the Police station is a general PWP also make it difficult as it means that when a villager gives you a PWP ping, they could be suggesting not only PWPs specific to their personality, but also all the PWPs that can be requested by anybody.
It's a long winded method, but it works. This won't garantee that you only get PWP pings, or that you will get the police station, but it definitely will help.
So villagers tend to ping you if no body has seen you in about 10mins. So, the best way to encourage PWP pings, is to fill your pockets with either coins or unidentified fossil to help discourage trading and selling pings. Then use a wet suit and swim to the edge of the map and stay there for 10mins. The game will read you as active but none of the villagers will be able to see you. After 10mins, swim back to shore and find a villager. Normally they'll ping you with changing a nickname but occasionally they'll suggest a PWP. It may take you many tries to unlock PWP but hopefully this method will help speed up the process a bit.
