I have too many friend codes on my 3DS.  I figured out how to erase the codes, but how do I decide which ones to delete?  I deleted all the provisional ones, but I need to delete more.  Is there a way to put them in order on my 3DS from least recent to most recent or the other way around?

Unfortunately, there is no sorting option for Nintendo 3DS friend codes.

If most of your Nintendo 3DS friends are users from ACC, you can use ACC's tool to find out when they were last active, though!
