At the beginning of NL, it was better to sell to Lief in the village than at Tommy and Timmy's (got more money).  Is it still the same if the T&T leveled up twice?

That doesn't make any sense... you can't sell to Leif, and his shop is right beside Timmy and Tommy's, up in Main Street.

If you meant Re-Tail, it will always buy for 20% more than Timmy and Tommy's shop, even with or without the Bell Boom ordinance on. So to answer your question, yes.
