I heard that only a villager can request for a police station to be built in your town but I was wondering that if that's true then is there a way to trigger them to ask for one?

Yes, they have to request it as a Public Works Project before you can build it.

There is no way to force them into requesting it; you just have to be patient. Some players get it within the first month, others not for six months or so after starting!
