Unfortunately, there isn't an awful lot we can do once affairs move outside ACC. If you've actually lost real-world property to a scam, then it's a matter for the police, not for the ACC staff. That said, the state of the Trading Post is pretty poor. In fact, I'm pretty sure it's not even working properly for e-Reader cards at the moment, and that was practically the central feature of the site when it was originally launched! There will be some improvements coming in the near future - 1.8.0 or maybe even 1.7.0 depending upon our organisation - but frankly, the code is just so old that amiibo card support before the big 2.0.0 rewrite would be a bit of a Herculean achievement. So... yes, right now it's not a great situation.  Pretty much the best advice I can give is to minimise attack vectors: always ask the other trader for a postage tracking number, as well as a photograph of the card with your username and the date.
