Can anyone verify whether or not it's true that there's a villager equilibrium in ACNL? I think I read somewhere once that if you have 8 villagers, no one will try to move away and new villagers will only move in if you actively get them from somewhere else like streetpass or the campsite.

No, it's 9. Once you have 9, you can only get a 10th from another person or the campsite. Villagers can move out though. I've had 9 for a very long time (though I recently got a 10th) and villagers moved away.
