It does! But they have closed down the home Nintendo Zones so you can't get the gifts from home any more. A few of the Zones have also closed down or changed so you'll have to check with each location!

I believe in the UK there is still a option to get DLC through restaurant wifi but Havant checked in the last two months. I believe the app is closed but still able to get items through the post office!

McDonald's supposedly is a zone.  I have taken my 3DS there a number of times when there were supposed to be downloads available.  Opened up the software, checked the post office, nothing.

The only thing I can get at McDonald's is Street Passes, which is great for getting the puzzle pieces, but that's all I get from there. They have their own internet now, and I think that's the issue. I haven't been able to find an attwifi hotspot where I live yet. Caught something at Walmart about attwifi on my phone, but didn't have my  3DS with me at the time. And the attwifi was hit or miss anyway.

I'm in the UK, and the only Nintendo Zone that works for me is the one at GAME. I can receive post office presents from there and also access the Zone. I have hung around in McDonald's and Costa before, and despite there being a "Nintendo Zone service available," it's never worked in either of those.

I've given up on that.
