I know it's against the rules to trade and sell these items and I know that Hybrid Heaven doesn't recruit those that they know will use these for their company which is good. But some giveaways and traders will use these. I'm uncomfortable with this rule being so easily bypassed. Do moderators perform checks on these places to make sure that hacked items aren't being circulated? I've had other games messed up because of hackers and I'm really scared about trading at the moment. So I'm just wondering if checks are being made. Are power saves allowed? Some times it's a bit obvious because say someone is hosting a giveaway saying: 7/11 GIVEAWAY! LOADS OF SETS!! Won't that sort of be suspicious? I know not all places make it obvious like this but it's unnerving.

Unfortunately, what happens outside of ACC usually stays outside of ACC. As Moderators, we can only control what we know about and those things for which evidence is available on this website. As long as someone offers an item which you can obtain through normal gameplay and doesn't mention it was hacked or obtained by using a device like a Powersave, there is nothing we can do. Without the proper evidence in place, who are we to say they did not get a hold of, for example, twenty 7-11 series? Someone could have a few Japanese friends who helped them to obtain them? It's all about being able to proof that people are exchanging hacked items and without the proof, we have no choice but to give the members the benefit of the doubt.
As for the Giveaways here on ACC, I have worked for two of them (and still work for one) and have yet to see the first customer complaint that receiving a delivery from one of ACC's Giveaways has caused their game to malfunction/break down/have a corrupted save file/... I strongly believe you have nothing to fear when ordering from any Giveaway on ACC. They all have an extra set of rules in place and we do our very best to enforce them whenever needed.

At one point there were restrictions in place on giveaways for NL, but they have expired. There doesn't seem to be a requirement at this point for the items to not be of any certain origin.
Hacked items are completely safe, as far as anyone is aware. I think the people who hack put themselves at a risk by doing it have a chance at something going wrong, but every item has its own little "code" and when they put the items in your town the game would place the exact same "code" on the ground regardless of where it was from in the other town.
If those items were obtained through a Powersave type of device, they still would be in their original state and be able to be obtained through normal ways of gameplay. Say a giveaway offers a promo that has 8 random Gulliver items. The giveaway does happen to use a form of hacking to attain the item without mentioning it. Gulliver items CAN be obtained through normal ways of gameplay, but it's just harder to get them.
There is literally no harm in doing that, since there is no mention of it. ACC can do nothing about it and it's unpunishable because there is no proof. There is no proof that a giveaway DOES use Powersave and there is no proof that a giveaway DOESN'T use Powersave.
Saying and doing are two different things. Unless you're sitting on the couch besides the supplier/deliverer in person, you have no idea WHAT they are using to obtain the items.

Even if they do not use powersaves, duping is the easiest and quickest way for any giveaway to get supplied with unorderables. If you see a giveaway constantly offering many unorderable items, you can be sure they are getting them illegitimately. As it has been said, as long as they don't mention it, they aren't breaking any rules. If that makes you uncomfortable you should avoid any giveaway or anyone with unorderable items, as you can't be sure. However, I don't think any giveaway would intentionally distribute items that would wreck your game, so I think you're safe to continue as usual.
Edit: I also think a person's definition of "hacked" can vary. Perhaps some people mean items that are damaging to your game. I don't think that guarantees anything for you unfortunately.
I don't think it is any giveaways intention to fool or lie to anyone, but with such tight restrictions there is no choice. Just be aware. You will be fine though!
HannahHaaa, I think you may have misread something somewhere and I certainly wouldn't want any members misguided into thinking that every item they receive is legitimate from any of the Giveaways. As you said yourself, if someone is giving away lots of 7/11 sets, what's the chances of them being gained legitimately on the game!? zero percent I would think.
Correct me if I am wrong, but I don't believe it is against ACC rules to state if items are duped, or gained illegitimately by whatever means, or to distribute them. It is against the rules to discuss ways to gain items illegitimately.
I believe by "hacked items" it is meant items that are not actually in the game for someone to have, for example: rental wetsuits and certain walls and floors which are only available through certain hacking tools. While these items don't harm your game either, these are what are classed as hacked and members aren't free to trade them on ACC.
Whatever someone does in their own game to obtain items, can't harm your game in any way and items obtained won't hurt your game either.
If you really don't want illegitimate items, if something seems too good to be true, it usually is.
