Does having the beautiful town ordinance help the chance of having hybrid flowers?

Well, flowers never wilt and there are more flowers around, so I guess if the right combination of flowers are placed by eachoyher the chance is higher. I dont think it raises though, I just think you have a better chance to have the right flowers in your town. I may be wrong though.
