Hi gracie came 4 times and said she will open a gracie shop but that was weeks ago and i havent got a gracie shop. What am i missing on doing?

Did you spend enough money?  Just items with a buyout sign counts.  Also 30 days has to pass since the last store was built.

Spend enough money where? In the nooks shop? And what do you mean by buyout signs please? Xx

They mean in the T&T shop where you buy furniture and items for displaying in your home eg beds, and you must have 30 days after the TIY shop was built as mentioned here

They also mean to make sure to focus on buying items that when you get them leave behind the little sign saying SOLD OUT, rather than other items that just leave an empty spot where they were

Gracie finally showed up for my first fashion check and I nailed it.
I've been buying out the stores and it's been about 13 days since the last store was built.

I was so tempted to go back to 559am and do all the checks but it's not worth it.
I'm working on a perfect town and don't want to lose a villager for a store.  Already have 3 Gracie stores so I can wait.

It's been a few months since the last store was upgraded, but I've not seen Gracie at all. Is it possible that I need at least one more resident besides the mayor before he/she will show up?

Is Katrina in the event plaza?  I had problems with Gracie in my main town.  I waited a month before the first visit.  Than it was awhile for the next one.   Someone said to get Katrina up to main street so it was one less special guest.   Sent all 3 players for their reading and got her out of event plaza.  
Gracie showed up twice and I got all my checks complete.  That town was the longest I waited for Gracie.

My other towns I had Gracie right away.  Pass the last check on May 15th and was looking forward to the sales.  When I arrived the there was no sale and everything was full price.  Guess they wanted to make sure you had time to buy everything.  It would be disappointing if you lost out on the items and had to wait another year.  I already had two towns with Gracie so I would rather have the sale.

Some players have waited 4 months to get Gracie.  The next set starts on September 1st so hopefully Gracie will show for you.
Making extra players is helpful for the fashion checks.  Each player can go up and see what theme they get.  Pick the easier theme.  It's just four checks for the town and doesn't have to be the same player.

For my newest town I kept making a new player to get Katrina out of the event plaza.  Left 11  1,000 bell bags on the ground.  Made a new player, got to the save spot, got the fortune done and dropped 500 bells.  Repeats until I made it thru all 11 players.  In that town Gracie arrived just before the 15th of August.  Gracie showed up there on a Saturday and a Monday.  Than a week later.  The last check was 2 weeks later.  Waiting to see if the items go on sale or I'm stuck with no sale again.

Actually, this is in reference to my daughter's cart. She's been playing since last December. She doesn't have Katrina in the store yet, so maybe that's the reason. Also, are you saying that if I keep creating new residents, I'll see Katrina more quickly?

I had a problem with Gracie in my main town.  Our group said to get Katrina out of the event plaza.  So I sent all 3 players each time she visited.  After Katrina had her shop Gracie arrived more often.

I got a NEW 3DS for my birthday and started another town.   At the time Katrina wasn't showing up a lot and I only had 6 fortune done.  Just made a new player and got a reading until I had 11 fortune done.  Than I let my 3 players get theirs done.  The mayor went last and Katrina asked for the shop to be built.  Three days later Gracie was in the event plaza.  Gracie showed up once a week and on the last one it was about 2 weeks.  It was 30 days on August 3rd and I got the last check around Aug 12.

Found out that this town had sales on furniture on the 15th of August. Not a lot of time to buy.  It wasn't like Town Lolly that didn't get sells on May 15th.  It could be that I already catalog them or had the Gracie set in the mayor house.  Not sure what happened.
