It's probably purely coincidental, but I went to the city for the first time today and there were two of my Wild World villagers there. I wondered since I know you can transfer your WW data over to CF.

I believe they are random.

As I understand it, the WW villagers were brought forward along with some new characters in City Folk so that's why you see WW villagers in the City. And yes, they are totally random.
