If I bought a downloadable game in the eShop on my 3DS or Wii U and then I got a new 3DS or Wii U or something, could that be transferable or is it pretty much stuck on that one 3DS/Wii U? I've been wondering this for a while and wasn't sure where else to ask it.

Yeah you can transfer it, just be careful as it deletes the file on your old console.

This is true, I have done it before with my old 3DS to the New 3DS. Everything was transferred from my 3DS to the New one, but everything was deleted on the old one.

It's also worth mentioning that if the new system comes with software pre-installed, you must not set up a Nintendo Network ID on the new system before transferring, or the pre-installed software will be lost.
