This morning, through my Homepass, I received the Buffet server. This is one of the items of the 7/11 set. Keeping fingers crossed that the other items of the set will follow in the coming months. I'm in the PAL region, so hopefully both PAL and America will get these items.
Homepass should still work, but only with a totally unprotected router. My router normally has WPA2 security on. When I need Streetpasses or want to download at the postoffice, I switch off security and switch it back on again after I'm done. I'm using NZ@McD1 as SSID but I've read attwifi should still work too... as long as the router is unprotected. Hope you'll get your Red ogre mask!
In this other thread, GoldenCelebi and Wouwter revealed the solution to Homepass problems. There's also a list of valid Homepass SSID's in there. Mine should work too! Oh, and I forgot about that, but indeed attwifi isn't supposed to work anymore.
attwifi does indeed still work. I just used it to get the red ogre mask (didn't know ahead of time what the DLC would be...). What's this about having to disable security?! Nope, didn't do that, no way I'd disable security.

I tried some of the SSIDs listed on the other thread but none of them worked (although my 3ds recognized some as NZ). I tried "attwifi" again and it worked. Weird. Maybe it was just my network connection acting up. Anyway, I got the mask! Yay!

Same here, Pizza_Guy111. I did get the red ogre mask cataloged a long time ago from a friend overseas, but that's it. I've been to McDonalds, Starbucks, Best Buy, Home Depot, Burger King...no luck. Streetpass worked OK, but no link up to Nintendo Zone. I don't have the opportunity to try a Homepass thingamabob, so I depend on the NZs. Too bad for so many people. And I haven't seen anything on the Nintendo site about fixing it. I won't give up, but I'm not optimistic.

Homepass makes your 3DS think your router is a Nintendo Zone.
It's very simple.
You change the SSID of your router to attwifi (for USA) or NZ@McD1 (for PAL).
For the PAL region, you need to disable all security, for USA I'm not certain but you can try with and without security and let us know which worked.
If done correctly, you'll get the message "Nintendo Zone is active here" and the icon of the Nintendo Zone Viewer will be pulsating. You go to the postoffice in ACNL and ask Pelly or Phyllis for a present.
Of course, once you have your DLC, you switch on security again.
Some people also needed to change the MAC address of their router, but most don't.
