I used to use something like this in Wild World and City Folk so I could choose who would live in the town, but after a while I found it a bit boring and just decided to let the game pick my villagers.

Although in this context, it is a good way of keeping neighbours out of the way of places where you are planning on building on.

Michaelsms - That is exactly right! ^.^ That explanation is alot better than mine 8D I tried it on the campsite today in my town, and I didn't get anyone to move in, and I loaded my main character, and still no one. I do believe that it works for the campsite though because it funcions like another villager slot. As for hybrids, I'm not sure to be honest, it worked in the older games, but in New Leaf, the flowers seem to be the same, but I'm not sure because I didn't check extensively ^^;

HyperX Yeah, same here C: I didn't figure this out until City Folk, and I got rid of Monique (snooty) and reset for Freya (snooty) It is time-consuming, but it's good for animals you want. In terms of New Leaf, like you said, it's good to choose where the houses are going tleast

So by this logic, you have to do this when you first make a new town, because that's when you'll get constant animals moving in.

After you get 9 animals, it's pretty much a guessing game when a new one will move in after one moves out.

No, an animal will tell you that they are moving on a certain day, and then they will pack on that day. The day after they pack, they move, and then the day after tha animal moves, you can do this trick until you get the "Nook Housing Plot".

When you make a new town, an animal will make a plot, move in (packed), then unpack and go outside, then the day  after that, another plot comes up the next day.

Flora is moved to your town Cory, but wasn't she your tenth neighbor? Doesn't that mean 10th could be campsite or a friends neighbor who is moving out?

^ I suppose so, that's what I'm guessing. Flo moves out tomorrow, and Flora moves in from your town, and I'm wondering if a random animal will take Flo's place or will I have to get it from the campsite since I didn't the first time but got Flora from your town. I guess we'll see Tomorrow she moves, and hopefully since Flora said she would, I'll get her tomorrow. I lose one, and get one

"The day a new animal unpacks, the next day, a new one will move in (make a fenced area), that is the day that you make a new character and see if you want the new animal, or don't like the location of the house."

Yesterday Olaf's fenced plot appeared, today he has boxes in his house... All sounds well, right? No. A new fenced plot has shown up for my next neighbor today too! It's sitting right on my path.
Unless I'm misunderstanding horribly, the new fence plot shouldn't have shown up yet, right!? I was completely unprepared for it to appear early! I'm so frustrated I almost want to restart my town. How hard is it to bully a neighbor into moving out? (I feel bad about doing that even though I know their just computer generated, but Anchovy is mucking up my plan.)

If you want, you can just do this every day and you'll be fine. Don't guess when a villager is moving in.
Flora is moving out of my town tomorrow and there are few specific spots in my town where it's acceptable for a villager to move in since I've layed it out already.

I'll certainly use this.

Yeah, from now on, I'll use the trick daily until I have the maximum number of neighbors.. I feel bad for Anchovy, but his feathery butt is going to get shoved and netted a lot. It'll be tough, because the lazy type is my favorite. :<

Does anybody know the exact time (in the morning) that the new neighbor picks their plot?

I time travel, so I tried setting the time to 11:58 pm. and then waiting. I made a new character (after midnight) and I couldn't find the plot of land.

Did I do something wrong? Or does the new animal just move in at a later time

New days in Animal Crossing start at 6am. That's when flowers wilt, things get built, stores are restocked, villagers move in and out, fossils spawn, and so forth.

DylanTK The exact same thing happened for me with Rodeo! He was my ninth animal and Flo was still unpacking and he moved in, right by my house and Whitney's, right in the path I had constructed, and ruined my plans. Oh, you know what? Anchovy will be my ninth. Wow, I didn't realize I had that many. I thought I still had 1 or 2 more to go. I guess the 9th person does move in faster... That's weird. It's so frustrating, right? I guess we'll both be  giving our 9th neighbors the cold shoulder. I guess I was lucky that most of my other neighbors were placed in okay spots, although there is one more that I want out because she's annoying and I want to place my second bridge there.

The next hurdle is predicting the 10th neighbor, since I've heard some people get even without the campsite.

Edit: They really should have made home plots a really cheap PWP, so that you could decide when and where villagers can move in.

I was shocked too when I realized I had gotten my ninth. 8D It is frustrating, it's frustrating how they can move anywhere as well D: Rodeo needs to hurry along because he is in such a terrible location, he is the only animal I have a problem with location-wise. D:

I agree with that, or as the mayor, sorta let you choose where you want them. Or like you said, have pre-made signs you could place about for animals.

Flo moved out of my town today, so I only have 8. I tried looking for Flora, but she hasn't appeared yet. Either the trade didn't work, or an animal can't make a "Nook Housing Plot" the same day someone moves out. I'm going with the second one as my theory. So I SHOULD get Flora tomorrow, will keep everyone updated C:

Something that's also worthwhile is to pick your town specifically with an area that animals can't move into.

It happened to me on accident, but I'm glad it did.  There is an area between the river and the train-tracks on the far western side of my town that's just big enough for 2 rows of trees, but not big enough for a house.  Been a great place for my perfect fruit orchard and hybrids.

Typically, if a new character can't put a house somewhere, then a villager can't build there either.  It can be beneficial to run around your town with a new character and just try to put down houses in areas where you aren't sure if one can fit.  You might find a few no-build zones to safely use for gardens.

There are some other safe zones that typically happen that are good to know about (typically behind the city hall, and on one side of the town square).

That is a really nice tip! Thank you! I didn't even think of that, but it makes sense, if you can't put your house in an area, more than likely, animals can't.

I like that because you can sorta choose where to put your garden even if you are scared of an animal moving in. ^.^

Once the kinks get worked out of this method, it would be really awesome if the website made it a part of their guide. But we'd have to find out if the 9th villager always comes early, and all the circumstances under which the 10th villager can appear. I think I read that they're either a campsite visitor, or an animal that moves from another town you visit. Are we going to have to be careful everytime we visit another person's town when they have a villager moving out unless we already have our 10th villager?

I'm a bit worried. I have nine neighbours as of now. Renee is moving out in 5 days (yes) which means its possible for 2 to move in (9 and 10) plus there's a huge empty are of land where I have made really nice fruit trees, flowers and one main path leading to my bridge. I'm worried an animal will sneak up on me and plop their house right in the middle of it... There should have at least been sign posts like in cf to show you where it's okay to build. And even if you get the animal to move out, you've still lost everything you had in that spot.

And to the above post I think we will have to be. Cory had space for a new villager and talked to my flora When she was packed, and she just decided to move in. But we don't know if that was because she'd be the tenth villager, or the game knew a villager was moving out of nintown.

I just wanted to confirm that this guide does work for campers!

Basically, you just keep resetting/making new characters until you find the camper you want! But this method does get VERY tedious and most resets you won't find a camper at all. (I had five resets in a row without finding a tent!)

My two hours of resetting payed off though. Two horses, a frog, two birds, and a bunch of empty campsites later... I got my tenth villger Olivia!

Once you find the camper you want, just set your house down and talk to Isabelle. Then save and talk to the camper as your main character! You can even delete the extra character right away!

DylanTK, Although I'm not sure about all circumstances concerning the 10th villager, I am testing out some theories and will update this thread tomorrow with information. Tomorrow I should get Flora, I thought I would get her today because Flo moved today, but I guess someone can't move in/out on the same day.
In order to get the tenth animal to move in from another town, you have to talk to the animal while they are packed up, and they will say they don't know where to go and you can invite them to live in your town. This is what happened with Flora ^.^

Lisa Whenever Renee moves out, just make a character the day after she is gone. Apparently they don't move out and one move right in. So in 5 days she will pack, the 6th she will move, and then the 7th day, may a new character and try. ^.^ Still waiting for Flora, I should get her tomorrow.

What I'm wantint to test is if I do get her, will I get a 10th animal (or will she be my tenth?), or do I get to do the campsite thing? So if any of the 10 animals move out, do you get to choose who moves in from the campsite? That's what I'm testing now. I guess you wouldn't get to choose because animals try to move when you have only 9. Flora will be my 9th, so I'll see if I can still get a camper

It works, just takes longer, gotcha! ^.^ I'm glad you got Olivia too! Congratulations (: And that's exactly right, you can delete the extra character immediately and all will be fine because the game "saves" the data/camper/animal/plot.

This trick didn't work. Cherry moved out yesterday and this morning, before playing, I created a new character. I ran around everywhere and there was no plot. I logged in as my main character, and BAM, a plot right in the middle of my path, and an ugly villager too - Greta.

UGH!
