Nope, a seed is an item that you have to set on the ground and is stored in your pockets. This means they have to be in your town to do it.

Another piece of advice: If you see someone drop a blank item, shut off your game. Do not let the game save. Dealing with Resetti is better than getting bricked or seeded.
