Not always. Wisp can appear in any acre of your town. But, he does commonly appear by buildings and the beach.

I just found this out when I got that mama bear...
Ok, I found the lamp on the 27th of May, and I forgot to go on AC:CF at night, so then the next day I couldn't find him, then I time travelled Back to 27th at nite and then I found him...
I'm not sure if that confirms the thing that you have to find him on the night you get the lamp, and it looks like its not affected by time travel, but of course I cant confirm this by myself, we'd probz need others to test it!
