Yeah the more grass you have, the better the chances of catching them. They also venture out into the dirt areas, but you need grass for them to spawn.
I'm gonna go ahead and flag this thread because my current town is a wreck. I'm going to restart on Monday if all goes well I should have paths down within two days.

It's not exactly easy growing grass, you know. I've been working on regrowing my grass lately - thankfully I knew about grass wear before I got ACCF. I tend to research games before I get them, so this means less hassle since I know what to do. So my town's still fine. Did a bit of revamping lately and declared a few areas in town (the ones that need grass regrowth) as off-limits. Or rather, off-limit - I ran out of the room for the S on my pattern.
Seen some good results so far, so I'm making progress. I've heard that it'll take at least 6 months to completely regrow grass...great. Luckily, I've come up with a way around this, although it might effect some things.
Maybe I ought to make my job a lot easier and order some golden roses from a giveaway. Since it's summer and all, I have some time, when once September rolls round...BAM! Zero time during the week.
Sorry if I accidentally overlooked this in the guide, but I'm pretty sure I didn't see it. Does placing a pattern on the ground kill the grass underneath it? I'm really curious about this. Also, I'm not sure if this is just a rumor or not, but does using a watering can on the grass do anything? I've heard before that it makes it grow faster, but I'm not sure if that's true or not.
Placing a pattern on the ground does not save the grass especially if it is used for pathways. Planting flowers in bare spots is the only way that I know of to regrow grass.
I do paths to everyone's houses AND buildings, and they also cut through the occasional bit of woodland. Maybe I ought to leave my island alone and only around on the exterior.
PennyD, I don't have any screen shots, but you're welcome to come and visit if you would like. I just changed out my path patterns (again!). Before I had patterns I also used the plain cloths, it's easy to change out your paths if you copy a pattern over the plain cloth that you used. (making sure to put my patterns in storage first of course.)
I would love to show screenshots or show people around, but I really don't fancy doing all the work. Although it would be nice to bring along bags of flowers.
at first when i looked at this guide i was like well imma lest this. and i covered an acre with gold roses and didint even go near that area for like a month and when i went to that spot again i looked and it looked like i just got my town. great guide

I know I'm months too late to answer the questions posed by Kaitsakii, but just in case anyone is curious...
Patterns do not affect grass growth in any way. They do not cause it, they do not prevent it. (Stepping on a tile to lay the pattern down though, will cause it to wear!)
Second, to my knowledge watering the grass does absolutely nothing. (Although again, if you step on the patch to water it, it will wear it out.)
