CooKooBananas, why would you want Wishy more than Gulliver? All the things Wishy gives you can be bought at Nook's store, but the items Gulliver gives you can only be obtained through him.

He came by when I restarted my town in November and I was doing Nook's work. ..But my Nooks didn't have a slingshot on that day! I was so sad while I watched the little UFO go by, how horrible!

I've shot Gulliver down three times, and I think one of the requirements for his arrival is that the sky needs to be almost completely overcast. If it's raining or snowing, there's a good chance.

I remember one time he passed over, but I was at the bottom of my town and couldn't catch him. I reset. I missed him again. By that time, I needed to be somewhere else and couldn't play anymore, and I figured I could catch him again when I came back. By that time, it had stopped raining in my town and I never saw him again that day.
